Manual of Standards for Licensing/Rating of Air Traffic Control Personnel

The Manual of Standards for Licensing/ Rating of Air Traffic Control Personnel contains the standards, requirements and procedures pertaining to the licensing and rating requirements of Air Traffic Control Personnel, to meet the Air Navigation Service requirements of ICAO Standards and Recommended Practices(SARPs).

The Manual of Standards shall provide effective guidance to both Airport Authorities in the Federation, to ensure Air Traffic Controllers complete their ICAO mandated Competency-Based Assessment, termed Proficiency Assessments, to gain an international Air Traffic Controller’s rating.

The Manual was first drafted in 2019 and underwent a vigorous review for the past 2 years by local, regional and international Aviation Experts in the areas of Flight Operations, Air traffic Management and Licensing, to ensure the accuracy and effectiveness of Manual.

Within the Air Traffic Services profession, it is imperative that levels of safety and efficiency are constantly monitored and assessed in order to ensure that the best quality service is provided to the Aviation Community. This aspect can be controlled through the processes of the Quality Assurance programme such as proficiency assessments, in order to ensure that the Air Traffic Controllers maintain the required level of competence at the operating positions for which they are rated.

The objective of continuous assessment is not directed at fault finding but will be an objective and constructive means through which individual controllers are encouraged to develop a safety culture and aspire to higher personal achievement. (CAR/SAM Doc. 2.1 to 2.7).
